authoritative_for_wiw: false — VerifAIer receipts are governance evidence, not legal authorization. Each receipt records what the rule engine detected and when, with a tamper-evident hash. Human review determines disposition. The authoritative_for_wiw flag is hardcoded false in audit_receipt.js — it cannot be elevated by configuration.
